Community Development

Hoping Power Company

According to Taiwan’s Ministry of Economic Affairs' latest National Power Resource Supply and Demand Report, the Hoping Power Plant will remain the main and irreplaceable power source for the Northeastern power grid under the nationwide plan in transforming and decommissioning thermal power units by 2033. Through multiple exchanges and discussions with Taipower, TCC Group Holdings (hereinafter referred to as “TCC”) deeply understands the difficulties and practical progression of energy transition in resource-limited Taiwan. Parent company of Hoping Power Plant, TCC, dedicates to Net-Zero transition, and is the enterprise with the most diverse renewable energy projects currently under development in Taiwan. However, TCC knows it must still fulfill its corporate social responsibility by keeping the Hoping Power Plant in continuous operation to assist Taiwan in maintaining a stable power supply during this energy transition process and safeguard the electricity rights of the 95% people in Yilan and 25% people in New Taipei City.

Therefore, in alignment with the International Energy Agency (IEA) recommendations and in coordination with Taipower's contract renewals and grid stability needs, TCC plans to operate the Hoping Power Plant's coal-fired units until their designed lifespan, 2040, and phase out the coal-fired units no later than 2040.

TCC will also initiate a Just Transition plan, utilizing diverse communication channels to fully understand the challenges faced by employees and relevant stakeholders. Furthermore, the Ocean Thermal Energy Conversion (OTEC) project, set to launch at the Hoping Power Plant site by the end of 2024, will serve as a critical component of the plant’s future transformation plan.

  • TCC Hoping Power Company participates in community development in Hualien and Yilan with annual contributions exceeding NT$170 million put into the development fund. From 2017-2023, the total contributions were approximately NT$1.52 billion
