Every morning, the call of "Safety First" echoes within Ho-Ping Power Plant at the northernmost tip of Hualien—a mutual reminder between employees and contractors after the toolbox meeting. While a daily routine for most, from an Occupational Safety and Health perspective, every procedure and movement is vital to ensuring everyone returns home safely.
Digital Management: Visualizing Engineering Risks
The operating environment of a power plant is inherently complex, with equipment operations and maintenance tasks overlapping. Managing safety is a challenge, especially with contractors of varying backgrounds. To address this, Ho-Ping Power Plant utilizes a single-entry system with facial recognition, integrated with digital monitoring by the Occupational Safety and Health Management Office to strengthen contractor management. Furthermore, digitalized pre-entry training ensures all personnel complete risk assessments and qualification checks before starting work, minimizing the risk of oversight.

Visual Management and Operational Control
Within the plant’s dense network of pipelines, we use color-coding and directional arrows to ensure clear identification of different gases and liquids. This reduces the risk of misjudgment and helps new personnel adapt quickly. For high-risk tasks—such as hot work, working at heights, confined space entry, and electrical isolation—we strictly enforce a Permit-to-Work (PTW) system. Dedicated personnel verify that hazards like electricity or pressure are isolated before issuing permits, ensuring every operation is under control.

Joint Inspections: Deepening Dialogue and Partnership
We’ve learned that when workers don’t understand the "why" behind a rule, compliance remains superficial, often leading to a "cat-and-mouse" dynamic. Ho-Ping Power Plant is changing this by adopting a starting with our people. Each month, we arrange for managers, plant personnel, and contractors to walk the site shoulder-to-shoulder to identify issues. We have shifted from "commands and corrections" to "dialogue and discussion," explaining the reasoning behind safety standards. This fosters a shared sense of responsibility—the belief that "this is our site"—naturally turning safe behaviors into internalized habits.
Advanced Training and Holistic Health
Beyond infrastructure improvements, we prioritize the growth and learning of our people. As one of the very few business entities authorized by the government to conduct independent OSH training programs, we provide essential certifications and refresher courses for both employees and contractors. To keep safety awareness sharp, we publish a monthly digital OSH journal with interactive quizzes to enhance hazard sensitivity.
True safety is also rooted in a healthy mind and body. In 2025, we established the "Occupational Health Promotion Team" to launch initiatives ranging from physical fitness programs to psychological counseling, striving to create a workplace that is rioritizes both compassionate care and proactive prevention.

Building a safe and healthy workplace is a journey without a finish line. While refining daily management, we are actively planning tech-driven disaster prevention solutions and diverse health initiatives. Through education and communication, we ensure that Occupational Safety and Health is not just a regulation, but a warm, protective blessing for every partner on our team.
