From Former Plant to Urban Oasis: TCC Board Approves Budget for New "Tower Urban Oasis" Corporate Headquarters

On April 8, the Board of Directors of TCC formally approved the development budget for a land parcel located on the Yixian section of Keelung Road in Taipei's Xinyi Planning District, with a planned investment of NT$26.8 billion. The site previously served as a ready-mixed concrete plant that supplied foundational building materials for Taipei's urban development over many decades, bearing witness to the city's rapid growth. TCC has now launched an asset revitalization initiative to transform the site into a landmark of green development for Taipei, under the name Tower Urban Oasis (TUO). The project is expected to generate significant development value and regional economic benefits. The proposal has been submitted to the Taipei City Government's Urban Design Review Committee, with construction expected to span five years and completion targeted for 2031. TCC's ambition is to establish Tower Urban Oasis as a world-class benchmark in sustainable green design, smart healthy living, and near-zero-carbon architecture.


Tower Urban Oasis will comprise three premium corporate headquarters towers — one reserved for TCC's own use, with the remaining two intended for lease or sale. The development marks TCC's transformation from a traditional cement supplier into a "pioneer of sustainable civilization." TCC notes that the project will serve as the physical embodiment of its three core strategic pillars: low-carbon building materials, resource circularity, and green energy.


In terms of technical specifications, Tower Urban Oasis will make extensive use of TCC's proprietary Ultra-High Performance Concrete (UHPC) and low-carbon building materials throughout the structure. On structural safety, the project is planned to attain the national Seismic Building Mark and will incorporate an advanced seismic isolation system. In response to the net-zero emissions imperative, the building is designed to an exceptionally high energy performance standard: solar photovoltaic capacity will be set at 16 times the statutory requirement, EV charging facilities at five times the regulatory minimum, and large-scale energy storage systems are also planned.


A particularly distinctive feature of the project is the integration of expansive vertical greenery into the architectural design. This will not only help regulate the urban microclimate, but is also expected to create a green buffer effect that makes interior temperatures perceptibly cooler than the outdoor environment, meaningfully reducing air-conditioning energy consumption. This fusion of natural ecology and smart technology positions Tower Urban Oasis as a modern urban building that is intelligent, carbon-neutral, and highly comfortable.


On the certification front, TCC is targeting an "International Double Platinum, Taiwan Double Diamond" status across four leading standards: the internationally recognized LEED (green building) and WELL (healthy building) Platinum certifications, alongside Taiwan's highest-tier EEWH (green building) and Intelligent Building Diamond certifications. This prestigious quadruple certification signals that the building meets the highest international benchmarks in both carbon reduction and intelligent management, directly reinforcing the long-term asset value of the development.
