TCC established TCC Green Energy in 2018. It is the only renewable energy company in Taiwan engaged across solar, wind, geothermal and marine energy. Starting from grid connection of the Changbin wind and solar site, TCC went on to develop hybrid renewable energy sites, and further expanded into forward-looking energy research including geothermal development at Hongye Valley in Taitung and aquavoltaics in Chiayi.

The World's First MW-Scale Ocean Thermal Energy Conversion Plant

Marine energy is stable and can operate 24 hours a day, making it a more reliable baseload option. The key to developing it is ready access to deep sea water. Off the east coast of Taiwan, a depth of 600 metres is reached just 1.6 kilometres offshore, and this trench topography meets the conditions for deep sea water intake. TCC's Ho-Ping integrated port, power and cement complex is located in Hualien. Beyond its geographic advantage, the Ho-Ping Power Plant can combine existing resources with ocean thermal energy conversion (OTEC): because the cooling water required for plant operation never comes into contact with the production process, it can be reused for heat exchange with deep sea water to drive turbines. As the cooling water is 5-6°C warmer than surface seawater, generation efficiency is higher.

Once built, it will be Taiwan's first and the world's first MW-scale OTEC plant in commercial operation. First-phase installed capacity is expected to be 1-2 MW, supplying approximately 24,000 kWh per day, equivalent to the electricity used by around 2,000 households. The target is grid connection and commercial operation by the end of 2029.

Smart Operations and Maintenance

Operations and maintenance are digitalised and data-driven. 100% of sites transmit data remotely and automatically. AI analyses historical generation and meteorological data to identify anomalies in real time, and automated alerts help on-site personnel respond promptly, improving operational efficiency.
